Provisional Teacher Process Handbook
At Newark Board of Education, highly effective teaching is our top priority. Great teaching—in every classroom, for every student, every day —is the best way we make sure our students graduate ready for success in college or a career. Novice teachers must receive additional supports through the Provisional Teacher Process (PTP). The PTP is designed to ensure novice teachers are prepared for success in the classroom and on track to receive a standard certification. This handbook will guide novice teachers, mentors, and administrators through the Provisional Teacher Process to ensure the program is a success for all participants.
Novice Teacher Mentoring
This form officially documents the mentor-mentee relationship. Human Resource Services will collect the signed Statements of Acknowledgement via email at certifications@nullnps.k12.nj.us.
Mentor Log
Mentors must officially document mentoring sessions conducted throughout the year. At the end of the mentoring period, mentors must submit their completed logs to the Office of Human Resource Services.
Payments will be paid out to mentors after we have received completed mentor logs and have submitted them for processing during the summer. Mentors and novice teachers should keep a copy of the completed logs for their records. All novice teachers should be mentored for 30 weeks regardless of whether they are traditional or alternate route teachers.
Pathways to Teaching (PT) & Career Pathways (CP) Mentoring
This form officially documents the mentor-mentee relationship for a Pathways to Teaching and Career Pathways Employees.
Mentors must officially document mentoring sessions conducted throughout the year. At the end of the mentoring period, mentors must submit their completed logs to the Office of Human Resource Services. Payments will be paid out to mentors after we have received completed mentor logs and have submitted them for processing. Mentors and Pathways teachers should keep a copy of the completed logs for their records.
If your mentee receives the appropriate certificate for their teaching assignment, then the mentor should complete/upload the Pathways to Teaching and Career Pathways mentor log and transition to the Provisional Teacher Program (PTP) mentor log found under the Novice Teacher Mentoring section above.
Pathways to Teaching: This mentorship is for the duration on the Pathways to Teaching Program and should continue until the employee receives the proper license.
Career Pathways: This mentorship is for the duration of 10 weeks.
Standard Certificate Application Process for teachers who began the PTP prior to 9/1/15
Any teacher holding a provisional certificate who completes the Provisional Teacher Process, must submit this application upon completion of all PTP requirements to receive a standard certificate. The application includes three sections:
- Summative evaluation with standard certificate recommendation—Please forward the ORIGINAL document to the Human Resource Services completed in BLUE INK and signed by the Principal.
- Oath of Allegiance—This document must be notarized. Because it is only valid for 6 months, please wait until you have completed all other requirements before submitting this document.
- Verification of Program Completion (Alternate Route only)—To be completed by the Principal after reviewing course completion documents from the novice teacher’s educator preparation program.
Requirements
- ALL new teachers
The PTP requires that all new teachers are evaluated, mentored (30 weeks of mentoring for all novice teachers who have never been mentored and do not yet hold a Standard Certificate), and complete additional coursework as required. In addition, submission of the online application for a standard certificate is required upon successful completion of the PTP. - Teachers who began the PTP BEFORE 9/1/15
These educators must be observed at 10, 20, and 30 weeks. No specific form is required for the 10 and 20 week evaluations and because the Human Resource Services will retrieve the observation data from Bloomboard there is nothing additional for you to submit. The original 30 week summative evaluation must be submitted to the Human Resource Services along with the Verification of Program Completion (alt route only) and a completed Oath of Allegiance form. - Teachers who began the PTP AFTER 9/1/15
Educators who began the PTP on after September 1, 2015 are required to have two consecutive years of Highly Effective of Effective annual ratings within their first three years of teaching. The 10, 20, and 30 week evaluations are not required for this group. IMPORTANT: because two years of annual evaluations are now required to obtain a standard certificate, new teachers will be provisionally certified for a minimum of two years.

The Office of Human Resource Services will no longer be accepting hard copies of summatives or mentoring logs. All mentoring logs should be uploaded via the click here to submit your Mentor Log link by the end of the school year after 30 week mentorships are fully completed.
